Notes belong to the person who wrote them. Annotations on a PDF are private by default and can be shared later if the reader chooses, and both annotations and the notebook can be printed with the document.

The pack is distributed inside Admincontrol Board Portal rather than by email, so access follows the rights you set and every action is logged. When a decision is questioned a year later, the record of what was circulated is already there.
